Why Ranked Here: Steven Matz, the Mets first pick in the 2009 draft, still has not thrown a professional pitch, so he drops 10 spots from last year.  His contract negotiations went down to the deadline in 2009 and he missed the 2010 season with Tommy John surgery.  Although the surgery was declared a success, Matz has had the normal ups and downs in rehab.  However, he is still expected to be ready to join a short-season team in June.

Matz still has the potential to be a mid-rotation starter, with a fastball that added velocity to sit in the low 90s late in his high school career, and a promising feel for a breaking ball, but his progress has been paused for the better part of a year now.
